It appears to be in the town of Hanley, in the Ecclesiastical District of Wellington.

Not sure if that helps.

The search key "Queen Anne Street" only against the address search facility on Find My Past returns results for 1891 and 1901 only

1891 = Stoke upon Trent
1901 = Hanley, Stoke on Trent

The Registration District in both instances is Stoke on Trent
