1945 Victory Fete fancy dress Cardiff

These are the winners of the fancy dress competition in the Victory Fete held at Sophia Gardens, Cardiff in May 1945. Can somebody please tidy it up and make the placards legible. They say "Utility war wedding. No coupons" and "Belsen prisoner of war". It's a big ask but you guys always surprise me. Thank you.

GUIDE FOR PHOTO RESTORATIONS PLEASE MAKE SURE YOUR SCANNER BED IS CLEAN AND SCAN AT A RESOLUTION OF 300-600 WITH THE SCALE AT 100% MINIMUM.

If you would like a coloured version, details such as hair colour , eyes and clothing etc.  if known  would be helpful to restorers
