« on: Wednesday 02 November 16 12:42 GMT (UK) »
Please can anyone help with understanding what this means?

Found in the County Durham Advertiser 15 Oct 1825.

Office of the Court for The Relief of Insolvent Debtors
33 Lincolns Inn Fields.

John Reed, Late of Hylton Ferry in the County of Durham, keelman and publican.

Also does anyone know of anywhere where I can research this further.

Thank you.

Insolvent Debtors:

Imprisonment Insolvent debtors were held in local prisons, and often spent the rest of their lives there: imprisonment for debt did not stop until 1869.......... The periodic passing of Acts for the Relief of Insolvent Debtors allowed for their release, if they applied to a Justice of Peace and submitted a schedule of assets.

There is a National Archives Research Guide "Bankrupts and insolvent debtors" at http://nationalarchives.gov.uk/records/research-guides/bankrupts-insolvent-1710-1869.htm Section 9 gives some background information.

Stan thank you for both of those replies.

Very interesting and may be able to follow it up at the National Archives but looks like I won't get much further information than what you found in The London Gazette.

Thank you.

Does the term 'Late of' mean that is his current address?

I think it means their address before they were in the Debtors Prison, as other people have "formerly of" then "Late of". If they were in the Debtors Prison then that is their current address  :)
