If you look for Robert Franklin born in Lincolnshire from 1920 to 1939, you only get one hit.  So either Bingo, or wrong years, or born elsewhere.   (Glanford B, 1923, too old?)
There is a possible marriage of a Robert Franklin in Glanford B in 1922  to a suitable mother (Ada), but then no birth for an Arthur.

Robert, Robert and Ada are together in Scunthorpe in 1939.

Arthur George Franklin I think? I wonder why we can't find him?

There is a marriage of a Robert Franklin in 1950 in Scunthorpe.

There are then 4 possible births in Scunthorpe from 1951 to 1963, including Robert in 1951 and Arthur G in 1952.

But these are totally the wrong ages?

Added:
Possible death for Robert, but really need marriage certificate for father etc:
Robert Franklin born 13th March 1923
death registered June 1972 aged 49   Scunthorpe Lincolnshire
3b  1005

This post is from 2004:

http://www.whitbygazette.co.uk/news/traders-despair-at-poor-season-1-1889450

It mentions Franklin's Children's Rides, and also gets a quote from a Franklin.

This man has a fairly distinctive name, and is the son of Arthur G (from above).

This confirms the showman links:

Oh wow! thank you so much!  :) I had heard rumours Arthur was in Whitby but some others said no it was Robert.
I think I need a ride up to Whitby then, I've always wanted to go there

Just realised on rereading all this thread that Arthur Clayton Knott (1898 to 1988) shared a name with a Franklin in those Whitby Gazette postings.
Sorry for being a little slow over this.

Arthur Clayton Knott married Alice Irene Thompson in 1928.

Alice appears to be the daughter of George Thompson and Etta Franklin.

Etta Franklin born 1867 (mother of Alice) is the daughter of Charles Franklin and Emma Roxby.

As regards the fair family,
Robert Franklin born 1923 is the son of Robert Franklin, probably born 1902, Glanford B.  Robert, 1902 (who has a sister Etta) is the son of Arthur George Franklin born 1860.
Arthur George Franklin is the son of Charles Franklin and Emma Roxby.

Etta and Arthur George are on the 1871 and 1881 censuses together
