Adobe Photo deluxe Home edition 4

When I use this programme,, I click on the icon on my desktop and it always comes up with the following -  'Do you want this app from an unknown publisher to make changes to your device?' I then click on 'yes' and Photoshop appears ready for use.
This happens every time I use it.  Then randomly when I click 'yes' nothing happens, it is not just  slow, it doesn't appear at all. This can happen two or three times a day or not at all, there doesn't appear to be any reason for it. When it happens I have to restart my computer and then everything is OK for a while.
Can anybody advise me how to prevent this happening?

One reason this can happen, is if the programme is already running and you just can't see it.

Next time you start the programme and clicking Yes to  'Do you want this app from an unknown publisher to make changes to your device?' does not start the programme,  open your Task Manager (by right clicking the Taskbar and choosing Task manager) and checking to see if it is running.

As you haven't said what OS you are using, I can't tell you exactly where to look, but you should look in the Applications or Processes tab.

If it is running, highlight it and End Task. If there are several running, end them all.

Now the programme should start normally.

If it is not running in the Task Manager, you have a different problem.

R click the icon  > troubleshoot compatibility.
If there are no issues R click again > run as administrator.

Sorry not to have replied sooner, but I had to wait for it to happen again.. It eventually did and I tried your solution Ringarosy and it was already running so I ended the task and all was well
I have been out for a while and when I returned it happened again, so I tried Jim's solution and this worked too.
I would like to thank you both, you have been a great help. I have kept a note of your answers and will be able to use them when it happens again..
