I can't find birth entries in the indexes for any of the Pooley children.

They were born before the law changed in 1874 making registration compulsory and fineable if parents didn't.

If this is Alexander, he seems to have been a colourful but troubled character, this article is recently written so maybe worth contacting the author

That's correct Dawnsh, Rodney was her brother.  She inherited Pooley's Pavilion according to the 1901 Census.  The Charlotte Pooley of Torquay I believe died in 1944, registered in Newton Abbott. I believe she was a Charlotte Prout Pooley. 
This letter of my father stating she was 93 in 1946 JJ could mean she was born in 1853... if only I could find her birth certificate.

18 July 1903 - Jersey Independent and Daily Telegraph mentions a Miss Pooley of Pooley's Pavilion.

So she's still in Jersey at that point. But where after that  ???

There's no sign of her in England & Wales.

As she acted as Executrix to Rodney's will, Jersey seems to be a likely contender.

I was unaware of this recent article, thank you Dawnsh. I have been collating information on this very colourful ancestor for the past 6 years, there are many, many newspaper reports on him, plus court cases, etc. and have also a book published by June Sampson (see Wikipedia on Thomas Pooley).  I have been able to find one birth certificate for a George Poolee, mother's name is Eliza Poolee, nee Wigfield, but gives the father's name as Rodney Poolee...who is a year older than George...
Seeing that 1874 it was made compulsory to register my chances of finding a birth certificate for others then are very small, but a death certificate should be more certain...This also explains why I cannot find a marriage certificate for Eliza and AGP.  Though I have a record of his first marriage.  Thank you again for all your help.

The change in law generally relates to births. Until 1874, the onus was on the registrar to travel around his district and collect registrations. Marriages and deaths were not affected.

There's an excellent book 'A Comedy of Errors' by Michael Foster which explains why some marriage entries fail to get into the marriage index in addition to the couples who really didn't get married such as late returns to the registrar and mis-indexing.

Thank you all again for your help.  I have plenty more reading now to be done Dawnsh.  Thank you Jjen, for the entries in 1903 in the newspapers.  I was not aware of these.  More checking to be done.Oh dear!

Looking at the siblings - Jane Wadbrook Pooley's birth was registered in Marylebone, Mar qtr 1843.

She was baptised at the British Chaplaincy, Bonn on 13 Aug 1861 - birthdate given as 3 March 1843.  Parents were Alexander Gossell Pooley and Jane, so presumably Eliza (much younger than Alexander) came on the scene at some point after her birth.
