I don't think the missing word is extra.

I'm afraid it has me stymied.  It ends with e, the letter before that could be a w (but may not be), it appears to contain a t and the rest is???

Is it a negated form of true?  The letters don't look quite right for that, especially the r (but compare it to the r in trust above).  And what are the letters to do the negating?

Can anyone else shed some light?

Could it possibly be: "To take noe newe fees or augment them that have been accustomed to be taken...."

I have to wonder if these regulations were put in place to stop the naughty activities of one particular parish clerk.  I wonder who he was?

Yes Philip, I think you have cracked it.  Well spotted.

It's a tall e, but I'm happy with how the rest of the letters look around it, and it makes perfect sense contextually.

I was stuck on that being a t.

To your last question, I don't know for sure but I imagine these temptations to parish officials were well known.  So this is probably a pre-emptive regulation rather than a response to a specific abuse in that parish.
