A search of passenger lists > UK to Australia > only turned up one "Fred COWLING whose occupation was "carpenter" with a birthdate c. 1859.    He arrived in Victoria, AUS, with "wife, Jane" in late November 1889.    Obviously not your man.

The Treasury website has a page listing hotels in Thames, and there is a '?(sic) F.COWLING' listed as a licensee of the Governor Ferguson Hotel.
http://www.thetreasury.org.nz/Thames%20Hotels/ThamesHotels.htm

The Treasury would be an excellent place to start with an enquiry.

Lucy:- Thanks for the 1885 newspaper reference. I missed that. Looking at it I was initially confused. It refers to a mine in Otanui, which is in Hawkes Bay, and some way from Thames. Then I discovered a mine complex in Otunui near Thames. This is surely my man. He later had his own mine, "Little Willie" at Karaka Creek.

Spades:- thanks for drawing my attention to The Treasury. Frederick, and later his widow, ran various hotels, including All Nations, Imperial, Governor Ferguson, Governor Bowen and  The Wharf.

The Thames Advertiser, dated 11March 1879, reported that S S Hawea  had arrived in Auckland from the south. Included amongst the passengers was a "Cowling".

Is there anyway in which I might identify this individual more fully?

Yes, I'd already noticed the 1879 ss "Hawea" - passenger COWLING listing.

And I didn't find anything further for the passengers named. The "Hawea" was a local vessel working the New Zealand coastal service.   Although COWLING is a somewhat unusual surname, there were others of that name in New Zealand at the time.

SS Port Caroline ......passengers to Melb.....Fred Cowling, Tom Cowling.....also passengers to NZ.

Just some clarification for the above two postings :  ;D

a.   Although I'd looked at the image of the passenger list for Fred COWLING, carpenter, b.c. 1859 (and "wife, Jane") arriving in Melbourne from London, late November, 1889, I failed to pick up that "Jane" was actually entered as a "single male, aged 18 years"  ::).  And the vessel in question was the ss "Port Caroline" (as mentioned in wivenhoe's following post.)
The transcription of passenger list did show the name as "Jane COWLING" but on reviewing the image I can see the name probably is "Tom COWLING - aged 18 - single male - ditto carpenter."  Both Fred and Tom COWLING had contracted to land at Sydney (the next port of call after Melbourne.)

b.   Passengers per ss "Port Caroline" ("The Age" Melbourne - 9 January 1890) named as Fred COWLING and Tom COWLING.

----

Amongst NZ passenger lists at familysearch.org is the following for the ss "Mararoa" from Sydney for Dunedin NZ - via Bluff NZ, some 11 or so days later.
(Saloon) Passengers:    Mr T. COWLING and Mr F. COWLING - Nationality :  British :  For Bluff:

Unfortunately there were no additional details by which to identify these men - but they do appear to be the chaps from the ss "Port Caroline" voyage.

Lu,

I think we can eliminate the carpenters, Fred and Tom Cowling who, I guess were brothers and arrived in 1890.

My Frederick had a brother Thomas, who was a miner also but who died in 1885 by which time Frederick had settled in NZ, and I have no reason to think he ever left the country.
