Can anyone help with look up please for this reference?

H.M.S. EXMOUTH
 British Legion (under Major A. E. Jones). They were headed Exmouth British Legion Band. The service was conducted the Rev. A. J. G. Chard (Priest-in-charge at Littleham), Capt. Burrough reading the lesson. his address, Mr. Chard said the Navy had to guard

I am interested in Rev Chard, local boy, trained in Cardiff.

Yes it is; I am researching his career, from what the family tell me he was curate, rector in many churches all over the country.  He also served as chaplain at Middlesex Hospital, Wormwood Scrubbs and Winchester Prison.  According to oral family history, he was a Cannon at Salisbury Cathedral in the 1950s?  I found details where he trained for the ministry, he married at Stroud Parish Church, where he was curate, and then left for Exmouth.  Its been a very interesting trail to follow so far.

You should be able to find his details in Crockford's Clerical Directory.

Believe an edition is available on Ancestry; or go to their website.
A local library may even have a copy?
