You will not get better than the Burnley listing. If you do want the LG listing the best way is to search for surname and regimental number. The words Military Medal does not appear on all pages in the list. Only the first page.

The first award is notified here https://www.thegazette.co.uk/London/issue/29893/supplement/345.  The second award here https://www.thegazette.co.uk/London/issue/30312/supplement/10020

While you will not find the citations themselves as has been said, the war diaries may well describe the actions in which he earned the decoration.  He fought with 2nd Battalion East Lancs and according to his medal record was in France/Flanders from 18 Feb 1915.

There is one diary covering Nov 1914 to Jun 1916 and then four parts to the diary for July 1916 to Jan 1918.  Another part covers Feb 1918 to Apr 1919.  The Burnley newspaper gives us the date of his bar, 13 Jul 1917, and the first award must have been late 1916 so the diaries that cover that period are these four parts http://discovery.nationalarchives.gov.uk/browse/r/h/C4554871 each of which can be downloaded for £3.45

Send me a PM if I can help further.

1st MM award according to Williamsons Book (Hes pretty spot on with researching MM awards) says between 21/8 and 13/11 1916 in main for actions at the Transloy Ridges and on the Ancre.
Bar to MM was a Ypres award  approx. between 17/7 and 4/8 1917

Reading their diary shows the Batt. were involved in 2 raids Sept. & Oct. 1916.
The Sept. raid was the smaller of the 2 consisting of 50 men.
The significance of this raid is that 2 wounded men were reported as being in no mans land & had not been recovered.
The following night 1 Officer & 5 volunteers including 2 men from the previous night's raid went out into no mans land for several hours searching for them. Although unsuccessful & no names are mentioned & no lists of men receiving the MM are shown up to Jan. 1917 it's an incident that sticks out for obvious reasons.
May not have been this that got him the MM of course as he may not have been involved.
Medal ribbons were awarded when the Batt. were in reserve in May 1917 for action in April again no names.

Unfortunately, his medal record is the only record that survives as far as I can see.   70% or so of Great War service records were destroyed by bombing in the second war so not unusual for only medal records to be found.
