Have a marriage for Arthur Wheeler June 1863.
He married a Sarah, but which one?

Have you found a birth registration for any of their children - the new GRO index should give mothers maiden name

Is this one of their children
WHEELER, SIDNEY  HERBERT     mmn BUSHELL

If this is the 1871 for the above Sidney Herbert Weeler, then his parents are Frederick Wheeler and Louisa Bushell -

Frederick Wheeler   29
Louisa Wheeler   30
Sydney H Wheeler   son 6 b. Birmingham
Rose M Wheeler   4
Florence S Wheeler   9 Months
Mary Bushell   32
Elizabeth Scotts   17
Emily Capewell   16

There is an online tree that has Reverend William Whale married to Sarah Elizabeth Latchford on 4 April 1863. Birmingham.

If the above is correct then Sarah Bushell married Arthur Wheeler. However as Rosie has pointed out it would be advisable to post a census you have for the Wheeler family.
