Thomas Penny 3rd Battalion, Somerset Light Infantry

Hi,
I have a bit of a mystery.
Thomas Penny, according to his service records, enlisted at Taunton on 6th August 1914 aged 18 years 7 days, joining the Somerset Light Infantry - Service No 3/6808.
He states that he was born in Windsor, Middlesex (Windsor not being in Middlesex, makes me think he is giving false information).
He also says that he has been living with Mrs Allen of 5 West End Cottages, Watchet, Somerset and that both his parents are deceased.
Mrs Sarah Jane Allen is married to Walter Allen and is living at the said address in 1911 with their six children.  Sarah's maiden name is Chidgley.  Thomas does not appear on the 1911 Census with them.
Thomas is discharged as physically unfit on 22nd Sept 1915 and dies in Gravesend, Kent in May 1916.
On CWGC it states that Sarah Jane Allen is his foster mother.  I cannot find any link between her and Thomas or a birth that links him to Windsor or any census records.  Does anyone have any ideas?

There may be a Penny/Chidgey connection dating back to 1847 when Francis Chidgey married Charlotte Penny - a widow
