Location of Herefordshire in 1892

Hi To All.
I have the birth cert for my Great Gran Edith Annie Jenkins in 1892,My Mother has informed me that Herefordshire was part of Wales at that time and my Great Gran was Welsh and not English.
C Somebody put me out of my Dilemma.

You say you have her birth cert so exactly where was she born?

Match that location on the Genuki link above

Table 1B: List of Places in Kington Registration District (1870-1974)

  which tells you whether that location was Hereford or Radnor

If Hereford - English
If Radnor - Welsh

It proves that my Great Gran was English and Not Welsh.
She was born in Brilley, Sub Registration District. in 1892.
