Well that explains it!

I did ask the NRO if the 1841 census was complete and the lady on the desk said it was. That was a few years ago though and I can no longer get to the Record Office.

I have a copy of the 1841 census (by Archive CD Books) and there are only 3 pages for Eaton HO/107/791/7.

There are 16 people on Mile End Road which have been crossed out, 18 people on Town Close, then another 4 people with names crossed out.
So I think there are pages missing.

I think you are right. Elizabeth Howard was the Watchams daughter and I can't find the family anywhere else.

Perhaps the lady at the NRO had no reason to think it was incomplete
