does this suggest he was born in 1717 but baptised in 1718 ?

It's the old-style calendar. He was baptised 9th March 1718.

Possibly. Lancs OPC has  2 other baptisms of a  Thomas in Warrington , 1716, son of Hugh & 1725, son of Thomas & Ann . Looks like they died in 1717 & 1727 respectively. There was a Thomas baptised 1718 in Eccleston.
A Thomas Topping married Margaret Rigby at Wigan in 1730. Both were of Pemberton. Margaret died in October, a week after birth of son. Did he marry again, either to Ann Brewer in 1741 or Mary Laland ?
