There are indexes on that site, they are the "tables decennales" (ten-year indexes). You have to know the commune, because of the way the records are indexed, so if the family were from somewhere near Strasbourg, maybe just over the border, you would be out of luck.

http://www.geopatronyme.com does show that there were births under the name Frankfurt in Strasbourg between 1916-1940

Now the Bas-Rhin archives only have things up to 1912, but the Strasbourg archives (https://archives.strasbourg.eu/archive/recherche/etatcivil/n:238 ) have some later records - not births, but marriages 1913-1922, and deaths up to 1931.

I don't see a marriage for them, but there IS a death:
died 19 Jun 1922, listed as the infant child of Dora Frankfurt nee Sch?arz (sp?), and her husband Milech Frankfurt, colporteur (peddler/hawker), both Jewish, residents of 7 Rue des Lentilles, Strasbourg.

Indexed as Milech Frankfurt (infant), marginal notes say something about a stillborn daughter, so I think this may be the death record of an unnamed child.

I ran through looking for the Frankfurt name from 1920 onwards, although they seem to be listed as "Frankfurter" here for some reason:

1922 - first appearance, at Rue des Lentilles
1925 - still at Rue des Lentilles
1927 - still there
1928 - gone

So it does appear that this family were in Strasbourg around 1922-1927, but I don't think they came from there and it doesn't appear they married there.

 - if this is their son naturalising, the family were Polish by origin.

If you want a copy of the other childrens' birth records, you would need to apply directly to the Mairie in Strasbourg. You would want a "copy integrale" (the full record), and because of the timeline your friend or their close relatives need to apply - access to recent birth records is limited to direct family (parents, spouse, children, grandchildren, etc) or

I feel this would be worth doing as a birth record may have further notes on the parents and their origins, as well as showing witnesses (two on a birth certificate normally) who may be family members nearby (there are a lot of Schwartz families in Strasbourg about this time, hard to know if any are related to Dora).

Yes, that is his son Elias (Harry), so Poland must be correct.
They must have gone to Strasbourg before coming to England.
