Help with Interpreting Birth Certificate from 1863

I have just received what I hope is the birth certificate of my paternal great grandmother and am having difficulty in reading it. Not sure if it is simply a bad copy or my aging eyesight   I would be very grateful for any assistance.

The year is 1863 but I cannot understand the date or place name.
The name of the child is Elizabeth something .... and is a girl.
The father's name is Thomas Watkins (I think) but I cannot read the mother's maiden name (should be Emily something).
And it looks like Emily made her mark on the certificate rather than signing.

As always, all help is very welcome.

Is the address 'Smith Court, Monmouth'?

What was the reference you used to order the birth certificate? Try looking it up on GRO website, you can get mother's maiden name for free.

Certificate has long double 'ss' [looks like fs] in middle of mother's maiden name.

The mms name of the mother, Prosser,  on the  Cert, written with the old double s, looking a bit like fs.

Birth registered: Twenty Second June May 1863
Informant: X The Mark of Emily Watkins, Mother, Smiths Court (?), Monmouth

I agree with 'Smith's Court' looking possible - my first thought, though was 'Swifts House' 

Edit: Actually, now not sure the month of Birth and registration is June.  The month seems to end in a 'y'? And the first letter looks like the 'M' in mother. So ....May,  is the month of Birth and Registration?

There are a few online trees showing and Elizabeth Watkins, b 1863 Monmouthshire, with parents Thomas and Emily (nee Prosser).

I agree May, the 'M' very similar to 'M' of Monmouth; registrar obviously very fond of florid capitals  . Good find of census & enumerator's page, Ambly.
