Missing Delilah in 1861

Hi, I can't find a relative of mine in the 1861 census.  Details I have are:
Delilah Stanworth (ill. daughter of Harriet Stanworth who later married James France)
Born 2 Nov 1856, Shropshire.  I have her in all census apart from 1861.  She's not with mum, grandparents or any immediate family.  Any ideas?  She later reappears and is using the surname 'France' and is listed as her 'step father's' daughter (not step daughter or ill. d) While her younger brother remains 'illegitimate son of' and keeps mum's maiden name. 
Can anyone find her in the 1861 census?  Or explain where she might be?  I'm at a loss!

The marriage was Dec qtr 1860 and in 1861 the surname is Francis and there is a 5mth old George Stanworth shown as stepson.

Was she Delia or Delilah?

She's definitely 'Delilah'  but has been transcribed and recorded as Delia once or twice.

Where is she in 1871 as she is not with James & Harriet

Delilah Stanworth born 2nd November 1856 baptism 14th November 1857 St George's Mother Harriet

Got her in 1871 as Stanworth & with Stanworth grandparents but she's not with them in 1861.

Shropshire is very close to Wales and if by any chance she was in Wales in 1861 you will have difficulty as a lot of the Welsh 1861 is missing

Thanks guys, I suppose it'll just remain a mystery.  She could be in Wales with a friend of the family maybe?  I once read through the whole of the census in Shifnal to check in case she was just with a neighbour or local friend.  No luck!  I'll just keep going, thanks for the help :)

Delilah Stanworth is also a relative of mine.  My grandmother was named after her.
