I'd come to the same conclusions - worth noting that for some reason Lucy is enumerated as Ann on 1881

1871 - Wribbenhall, Kidderminster

John Elly    20 - b Kidderminster
Lucy Carter    23 - b Bewdley

RG10, 3036, 94, 5

the enumerator has helpfully noted her relationship to head as "cohabiting with"

presume this is your John with a very badly spelled surname!

as she goes back to Lucy on later censuses, and all the children have mother's maiden name Carter, i am assuming middle name or error on the form

I think you might have to get the marriage cert to be sure. John is fairly certain he was born in Kidderminster, but Selina is b Ireland  2 yrs earlier, and in 1871 there's a sibling Thomas also b c1850/51 b Ireland. He may have been from an extended family - I note a few Healey and similar families in the area

By the way I think Lucy is a bit loose with her age - whilst saying in most years she's b around 1848, the only Lucy Carter in Bewdley is b c1841-43 (there's a baptism in 1841, but not to say there wasn't a death and another Lucy b 1843)

I wonder if John and Lucy didn't marry until 1873 because then John would have definitely been over 21

the only reason I think hes mine is that he has mrs lavelle on the 1911 census who could be my grandmother she has the right birth and Austin her husband died in 1903 in the workhouse and it saya widow and working in the fields is what she did but it could just be a relative has it just says boarder and not sister x
