I can't see an online marriage to Henry James which may have clarified that she was a sister of Phoebe.

No - that's Councilette Smith assumed sister of Phoebe. It's Councilette Brazil, daughter of Phoebe who married out

I'm intrigued as to why  Councilette , daughter of Albert and Phoebe, is baptised in 1910 under the surname Bradley

THis is speculative, but there's a William and Caroline Brazil(l) whi baptise a son John in the Croydon area - William is a hawker

This could be them in 1881 - a group in a travelling van in East Grinstead. It's not clear whose the grandchildren are, as the image on ancestry doesn;t include the page they are on. Places of birth generally not known

I have spent months searching on ancestry but can't find Albert Brazil anywhere within the right time frame - could he have changed his name?
There are quite a few Brazil families in the Croydon/Mitcham area but I can't find a definitive  connection

Working on the assumption the younger grandchildren belong to the younger couple, Moses and Henry Brazil are registered with mmn Collins

There's a load of Brazells with mmn Collins in Islington - including an ALbert b 1890 - but this is another family

I think given the traveller backgruond they are going to be hard to pin down and there's a high chance of surnames changing
