The above was alleged to be born and married in Gibraltar to Harry Victor Wills b 20 Jan 1898 Fulham, London in 1921 and their 1st child Victor E S Wills was born there c 1923. Thereafter their 4 other children were born in Fulham.

the 1911 census lets you see the 7 Pulham family members,,,,unfortunately no Clara....so my find is probably a red herring.

If that is the correct family at 1911 Gibraltar, then she must've been Ellen or one of the other daughters rather than Clara?
I wonder if Harry Victor met her during WW1. Are there any military records for Gibraltar?

I looked at the record on family search for Pulhan but as is nearly always the case there is no image to view, they call it England Select on Ancestry, so perhaps the transcriber got it wrong?
Found a tree on Ancestry for Edward Shotton Pulham who married Elodie Martinez in Gibraltar 1897, they say he was born in Brewood, Staffs. and at 1891 he was a soldier at Aldershot. No mention of Clara as one of his children though?
