There is a marriage for an Isacc Tabner  on 26 Apr 1822 to Sarah Morley at Trinity Church, Ely, but it could be a different Isaac.

Not seeing them on the 1861 census but this looks like Charlotte on the 1871 one
Address Water Side Ely Cambridgeshire name transcribed as Sabner

Charlotte Tabner age 66 born Mildenhall ( formerly laundress )
Isaac Tabner age 7 grandson ( scholar )

1881 address Broad Street Ship Lane Ely Cambridgeshire

Charlotte Tabner age 76 widow (stocking knitter )

Possible death Charlotte Tabner age 89  1890  Ely Cambridgeshire

Possible death for Isaac Tabner age 76 1870 Ely Cambridgeshire

Possible marriage but that was after some of the children born ?

Could one or both of them have been already married to other partners when early children born
and only free to marry each other in 1838?

Just checked the marriage again for Isaac and Charlotte and he was married before ( widowed )

One of the witnesses on the marriage for Susan and Charles Gotobed was a Harriet Cox

Marriage for Harriet Tabner to a William Cox 1852 Ely Cambridgeshire would say this is her sister

Isaac had a sister Susan and brother Joseph
Susan Tabner b 28 Nov 1805  bap  7 Feb 1806 - Worthington (sic)
Joseph Tabner b 9 Sep 1798 bap 25 Nov 1798  Worlington
parents of both Robert Tabner  and Ann Houghton Tabner 

Joseph is on 1851 census (widower) with children including a daughter Susan

Looks like Ann made it to 1861 census age 88 b Rougham, Suffolk, lodger with Watts family.

In 1851 she is living with daughter Susan and son in law Henry Carter
