Hi,
I would suggest William and Sarah , though it is only a suggestion, there are quite a few Joseph Salts in that area.
On the 1851 census Josephs' birthplace is given as Waterfall.
Baptism 27th May 1821, Waterfall, Staffs.

Parents William and Sarah
I see he is living next to a Salt family in 1851..could they be possible relatives?
