Completed Argentina Birth and Death of Piers Kerr

I am trying to find evidence of Piers Kerr born 30 December 1946 in Buenos Aires. He was supposedly a twin who died young. The other twin survived.
I cannot find any birth or death but is it possible that he was born and died before either could be registered?
I have been told that the registration of the birth of his twin was delayed by 1 year for some unknown reason.

Did his twin have initials AJJ Kerr?  (Not putting in the full name as he may still be living).

If so it looks as though only the survivor had his birth registered with the consulate in Buenos Aires.

His consular birth certificate should reveal whether there was a year's gap between birth and registration.  It isn't uncommon to find delays in these records - there was no requirement to register overseas events (and therefore no deadline) and many people would not have lived within easy reach of the British Consulate.

Yes, very possible.  If he'd been in any of the UK jurisdictions his birth and death ought to have been registered, but as I have said there was no requirement for expatriates to register any event with the Consulate.  The parents may have thought that there was no point in recording these events for a deceased child who would not need vital records in the future.

Obviously a burial would have gone ahead without a death certificate.

As a longshot, it may be worth getting the consular birth certificate for the surviving twin just in case there is any reference on it to his being a twin.  Some of my consular ones contain bits of non-standard information.

The birth certificate for Antony doesnt help at all.
It seems now that Piers was a twin but not to Antony but to a Martyn. Once again there is nothing to be found on online resources for either one.

I have been sent a photo of Piers with his mother so he did exist but cannot go any further forward.

I think I may have to give up as online resources show nothing at all.
