A few ideas ...

The merchants at Roterdam fournished with 3 yeeres provision before hand
and they told the Amb(assador?) they wold have it do what we can

The proclamac(i)on to be enlarged to clay earth
a course to be thought upon ^w(i)th the owners of lands^ for storing(?) the earth & (... ...) it here(?)

Is it ... from thence ^before^ ?

I think sundry is correct.
