1911 Census Markings? What do they mean?

Hi, i am having some trouble understanding some markings on a 1911 census. I have attached pictures of the markings for you guys to see. I dont understand what the red markings are: the 8\4 just above Rome, Italy

The other one which has light blue ink, is the 5/8 or 518 , i cant tell. And also the O shortly after that.
Tuzio, Verrechia, Quaglieri, Squires, Matthews, Totten, Cooke, Hill
