Scottish Census 1841 help?

I'm looking at my family members in the 1841 Census and I'm a little confused by the last 2 columns...
The question asks if the person was born in Scotland and if not where... But, when you scroll down the census you get "yes" or "no".
In my families case there is a "no" but I know these were born in Scotland as seen their birth records...
Can anyone shed any light?

The question is: If born in Scotland, state whether in county, or elsewhere. The answer "no" means not born in the census county.

Lucas - Staffordshire, Durham
Whitaker - Yorkshire
Thackrah - Yorkshire

Brungot - Alesund, Norway; Southland
Bonthron - Fifeshire, Southland

Is the question  if born in Scotland were they born in the county they are in which has been answered no not born in this county Then the next column is asking if not born in Scotland where eg England would be E

Ahh, County not Country. Perhaps I need spectacles after all!
