How do I get this record please?

Hi there,

I'm very eager to see if I can get a record which shows the passport photo for the sailor shown here.  I have these for other relatives but can't seem to find this one here.

Can anyone suggest why please?

The CR1 for Thomas is on FindMyPast but there is no photo - the CR2 does not have a photo either

I have just looked at the only one I have and it is a CR10 with a photo (Identity certificate)

In the Forth Register of Merchant Seamen 1918-1941 Cards containing photographs were only issued between 1918 and early 1921. Without boring you with the detail, photographs seemed necessary because of  the perceived threat of Irish terrorism.  A little over the top methinks.
Photographs in ID cards were reintroduced in the  Fifth Register of Merchant Seamen  1941-1972.

That's fascinating. The neurosis surrounding this has paid off today as I'm thrilled with the pics.
