Lewcombe Farm, East Chelborough in 1863

When looking at tax lists for 1863 in the parish of East Chelborough, I see 8 occupiers who were to be charged. However, when looking at the 1861 census, there were 3 other farmers who were not included even though one of the farms was bigger. Wiliam Wills b. Yetminster 1823 was occupying Lewcombe Farm and he was one of these 3. Can anyone suggest how this might be? Thanks, Toby.

Have you looked at tax lists from other years to see if the ones charged stayed constant, or changed?

I have looked at several years, without success, but the opportunities for William Wills are limited for he suddenly 'fell asleep'. T
