I checked and a birth for a Bessie Cook was registered in 1904, Blackburn which lends a little more weight to my theory that the death you found isn't your lady.

Long hard slog, but I'd work my way through possible marriages for Bessie Wheatley, check the 1939 register for  entries with a married surname and year of birth of 1904, also the deaths for married name with a birth year of 1904.

It 'may' pay off, but would take some quite some time and patience

the 'other' name is a really  good sign, but we are now getting in the realms of possibly still alive people, so start from the probate record and follow through with birth registrations to confirm.
