Hi
This is a photo my grandmother had.Her name was Margaret Brogan.Her husband was Patrick and he had two brothers.I have photos  of them three of them and the man in the photo is not one of  them but yet he bears a strong resemblance to them and my father so I am really not sure who he is.

Yes, I am having difficulty deciding who is giving and who is receiving  ::) The item being 'awarded' appears to be a key.

Downey received the Freedom of Limerick in 1932 could this be a possible link?
