Date of photo of George and Toby?

Can anyone tell dates by clothing or from the uniform of the officer in this photo? I think it was probably taken in Shanghai prior to 1943 as the man on the left would have had a built up shoe and walked with a cane after that. Is the uniformed officer Naval? Can anyone tell the rank? I would like to ID the officer. He looks to be about 25? The Chinese in the background are wearing what looks like heavy coats so maybe winter and Shanghai. It cold be Hong Kong but those long coats look too heavy. I don't thing it gets that cold in Hong Kong.
