I am looking for any info on my grandfather 21489 Private Charles Wilson of the Welsh Regiment.

Do you know when he served? If post 1920 his record will be with the MOD;  you can apply for a copy, cost £30,

There are quite a number of other soldiers with the same Reg Number. All that is coming up for Charles Wilson is on The Medal Index Transcription but you have to pay for the information. Perhaps he had another number, when and where was he born?

Medal card information.
Cpl Charles WILSON
The British War Medalal, The Victory Mrdal and the 1915 Star.
First Theatre of was France, entered 2/12/1915.

Transferred to Z Reserve 21/3/1919.

I can't see any service records, most probably among the 70% lost in WW2

If he was recalled, but otherwise I am not sure, it is possible, the only way to find out would be to apply to the MOD

I'd suggest he wasn't recalled.  Class Z was for men who joined for the duration and who would be recalled only in the event of Germany becoming belligerent again (which didn't happen - at least not straight way).  The class was discontinued on 31 Mar 1920 (source LLT)

As Jebber says, the most likely scenario is that his record was among the destroyed 70%.

However, his medal roll entry does tell us that his service overseas was exclusively with 13 Battalion Welsh Regiment.  Their war diary is at the National Archives at http://discovery.nationalarchives.gov.uk/details/r/C7354159
downloadable for £3.50, also on Ancestry if you have a sub.  While it is unlikely to mention him by name, it will give an idea of the battalion's experiences.
