Another uniform for ID please

A friend has purchased an very old photo album, out of curiosity, and the attached portrait shows a man in uniform, which, from the neck down appears to be a police uniform with collar numbers and the chain from the top button to R/H pocket, but the intriguing part is the hat and white gloves, I have search the web but cannot find anything that resembles this outfit, any ideas appreciated.

Could it be Australian, some state police. What does it say across the bottom, I can't make out the 2nd line.

The wording along the bottom is the name and address of the photographer, Which is Exeter Devon, it doesn't seem likely that it's Australian, and the photographer was only working from 1900 until 1936 which limits the possible time frame, I think.

It looks to be an early 1900s cabinet card.

Didn't see that side but it doesn't say Devon so could it be Exmouth, Western Australia.

The cardstock & backdrop indicate 1890's.

Surely, he is a policeman? There's a whisle in his top pocket and the police ID letters and numbers on his collar.

Can't find an image of Australian police like this though. They looked like British Bobbies.

Not all of them though. Attached is of my grandmothers half brother John, same father but different mother. New South Wales Mounted Police.

A possibility is that he was in the Military Police as they usually wore white gloves with the A Class dress uniform. On the other hand that could be a trench whistle and lanyard chain Officers would blow as a signal for the men to go over the top.
