Kate WHELTON Haverfordwest, Pembrokeshire

Looking for the origins of Kate Whelton who arrived Brisbane, Australia in February, 1901 on board the 'Duke of Wellington' aged 26.  On her death certificate: birth Haverfordwest, parents James and Mary.
Am puzzled by the 1881 census for James Wheltonin Haverfordwestt and the relationship of 2 daughters, Cathrine and Mary Ann who the census claims are his daughters but have the surname of his widowed sister Mary Foley.  Can anyone enlighten me on this enigma?

Looking at the GRO Birth Index, which lists the mother's maiden name, the girls births are listed as below with mothers maiden name Whelton/Wliton

KATE   FOLEY Mothers maiden name WHELTON   
GRO Ref 1877  March Qrter HAVERFORDWEST  Vol 11A  Page 963

MARY   FOLEY   Mothers maiden name   WILTON        
GRO Ref 1880  March Quarter HAVERFORDWEST  Vol 11A

I think the same family in 1871- Living at Prendergast, East Side, Prendergast, Haverfordwest

Ellen Wholten 52 Peddler Ireland    
James Wholten     16    Labourer Pembrokeshire, Wales    
Mary    Foley Daughter    Married 25    Ireland    
Ellen Foley Granddaughter    16 months  Pembrokeshire, Wales

Edit - at the moment I can't see a marriage of Mary Whelton to a Foley - If the couple didn't marry could Kate have just used Whelton as her surname?? Although there is this marriage https://familysearch.org/pal:/MM9.1.1/2DGX-4C6

Looks like Mary Foley died in 1882 so maybe Kate thought of James as her father and he provided for her??   At the moment I can't see Kate or sister Mary in the census post 1881

James Wheldon is listed a single in 1891 living in Swansea -I wonder if his status as married in 1881 was a mistake??   Although there is this possible marriage  https://familysearch.org/pal:/MM9.1.1/2DGX-4C6

Catherine WELTON    Servt    15    Dom General Serv    Cardiff Glamorgan  (dittoed from entry 4 lines above)

living in the household of Cornelius HURLEY.


I can't see another girl who looks like this one in 1881.
