I did a quick search of this location and found a "friendly society" called "Welcome Stranger Lodge" associated with Union Inn as early as 1860. Does anyone have any insight on what this is?
Might the friendly society's funds have been used to provide accommodation for newly arrived workers? Perhaps it was called "Welcome Stranger Lodge" simply because it met at a pub?
