Having looked again at the codes and the page from the census, I realise that the red numbers in the 'Whether working at Home' are actually related to the Birthplace and the green ones to the occupations.  As this record is of Bourne Workhouse, Lincolnshire.  The red numbers for birthplace are only given for the inmates who were not born in Lincolnshire.
This has been so interesting and having found the Expert advice page, I have learned more about the 1911 census which I had never realised or just forgotten!!
