Pheobe Alice Newell married Harry Evans 3/1902 Crannock 6b 693

Phoebe Alice Newell married either John Thomas or Joseph Westwood Dudley 6c 181

Not sure how far apart these two districts are although both are in Staffordshire, but my point is to do with the spelling of Pheobe/Phoebe.

That other marriage was 1904, so you need to see if you can find that couple in the 1911 census - we are not allowed to do look ups from there. That will tell you her age etc so you can find her in earlier censuses.

"Phoebe Alice Newell............married Harry Evans in Staffordshire on the 31st March 1902.
Witnesses were George Evans (Harry's brother) and Phoebe Alice Newell - who was she?"

And the bride and a witness have the same name?

From the marriage certificate can you give again the name of bride, groom, and two witnesses.

I think that is the problem, the two Phoebe Alice Newells. We need to know whether the witness signed her name, if not it could be a simple mistake when the register was filled in.

I think the "other" Ph*be Alice NEWELL (who married John THOMAS in 1904) was actually born as Alice NEWELL to Joseph NEWELL and Martha RAYBOULD.
NEWELL, ALICE mmn RAYBOULD
 1883  M Quarter in WALSALL  Volume 06B  Page 726

Joseph seems to have been the brother of Phoebe Harriet NEWELL.

I could only find two children for John THOMAS and Phoebe Alice:
THOMAS, JOSEPH  mmn NEWELL
 1905  J Quarter in DUDLEY  Volume 06C  Page 45

THOMAS, DORIS  MARTHA     mmn NEWELL
