I have searched fro his birth using variations of first and last names and each by themselves but I haven't found anything. It is a surprise how many people were given the first name Ocean and its variants. Only a few with the first name Oatey or Otey but not with the surname Buckley.

If you want to take the Buckley line further back I think you need to purchase Oatey/Otey's marriage certificate from the GRO

Thundersley is a district in the north of the Castle Point Borough, in southeast Essex, England, ... The western part of Thundersley (approximately St George's parish or the St George ward) is known as New Thundersley.  <------he was here aged 18 in the year 1912 (born 1894??)

Also mentioned in relation to him in the newspapers is  Coombe Wood, in Coombewood Drive, Thundersley.
Charles Tookey and his son Ferney Tookey were also involved.

There is a WW1 service record for an Oaty Buckley who attested in 1915 aged 20 and also deserted in 1915 and caught. His father is given as Arthur Buckley of 1 Raymond Tce Southend Essex. More Oaty Buckleys than we need.

He married a Florence Agnes West in Kent 1906 and joined the Navy  in 7 April 1894 then attached to the RAF in early 1918. He gives his date of birth as 30 August 1876 in Liverpool.

Oti Buckley b 1874 Warwickshire- died 1958 Essex - married 1908 - Ada Beatrice Webb b 1887- died 1950

The correct spelling is ISIAH he was known as Sonny and was my Uncle , I know all his children which line are you from ?
