The above appears to have married Thoria (or Thora?) Wilson or Quartermaine q3 1947 in Brighton, Sussex. It seems that Thora married Oliver Quartermaine  q3 1927 and he died in 1940 (b 1870), I presume that she was a fair bit younger than him.
However, Reginald emigrated to Australia 22 Jul 1948 and arrived 18 Aug 1948 Freemantle, with Thora who claimed she was 30!
He died in Essendon 1963 but I can find no record of him or her on the electoral rolls or her death?

What makes you certain that she married Oliver b. 1870? There's also an Oliver b. 1905.  They may have separated or divorced before she married Reginald.

There was a son to the marriage with Oliver (I believe he is still alive).

In addition: it looks like Reginald Charles, at least, was in Tasmania for a time.

ETA: if you google "Thora Nellie Shepherd" there's a NSW hit for her in 1983, regarding estate, names a son by the name of Shepherd and also a Quartermaine.

The National Archives of Australia has passenger arrivals for that period and is that where you found the date they arrived [and then departed] Fremantle, Western Australia.  Possibly one or more of the online subscription only websites has those passenger arrivals also.

He died in Essendon 1963 but I can find no record of him or her on the electoral rolls or her death?

Reginald Charles SHEPHERD was cremated at Fawkner Memorial Park on 20 Sep 1963.  There is no record of ashes placement or memorial.

There is no probate file at the Public Record Office of Victoria.
