From experience of being in the Business User Group a few years ago, the 1st option is the least popular. The other reasons far out-weigh those for our hobby.

What - even the 'Others' ?  :(

Ahh disappointing for one living so far away. Was hoping for PDF copy of a birth certificate rather than having to wait for it to be sent out from the UK office to Australia.

Do I wait a little longer for a PDF or just go ahead and order?

It entirely depends on how badly you need the information.  I'm near Darwin waiting for a death cert that was evidently despatched on 9 June, but as there's no other way of finding the cause of death etc I'll just have to wait.

Do you have a helpful friend in the UK?  Ten days after ordering the death cert I had a bright idea.  I needed a marriage cert so got it sent to my sister in England.  Despatched 21 June, delivered to Sis 24 June (Saturday!), scanned and emailed to me same day.

It seems to me that "Yes Minister" is alive and well in the GRO.

It is beyond belief that a document originally made in 1837 should be the subject of fees in 2017.

What I am suggesting is that all BMD certificates should be released after a reasonable time frame possibly 110 years for Births, 95 years for marriages and for deaths as soon as possible after the death.

All at no cost to the taxpayer by some organization prepared to distribute Certificates free of charge.
