Norwich Mercury 14 Jan 1860 :

 Eastern Counties Asylum for Idiots , Essex Hall Colchester

At the second election held on January 12th at the Council Chamber of the Town Hall , Ipswich the following were the successful candidates :
Alice Lord 2440
George Scovell Biggs 2160
Harry Mortlock 1909
Jane Watling 1727
Frederick Hurrell 1246
Charles Burley Lines 1084

Forms of application for the admission of cases by election or payment may be obtained by applying to the Superintendent, Essex Hall , Colchester.

Sad indeed, in 1867 Charles appears to have been voted into the Asylum for life.

Bugbear - no, attachments can't be made to a lookup thread. Not sure if you can anyway from BNA - suspect the images are copyright.

Anyway, I found an advert requesting votes or proxies from
SUBSCRIBERS, so it appears that the people who
paid for the asylum got to choose (by consensus)
who was housed.

I found the Asylum on the 1861 census

RG9 1099 10 15

He's there , listed as CBL born 1849 Diss .
( Wrongly transcribed as CBJ - I won't say which site as I see that has been edited out of my other post . )

My grateful thanks to all who have helped so very much on this tricky family.

The names "John Lines" and "Harriett lines" Appear on the original deeds
of a friend's house, and I now have more than enough information
to tell her a pretty well rounded story of who the Lines were.
