I have discovered that the apparent second landlord of the Bird Inn was actually the landlord of the Board Inn only about 50-100 yards away.  A close inspection of the enumerators sheets reveals that they were completed in the same hand but on the outer documents the handwriting is different.  Somebody was obviously helping the enumerator to fill in his paperwork and that is where the error happened.  Thank you for all your help.
