Royal Chelsea Pensioner

Hi

Can someone advise how a person becomes a Royal Chelsea Pensioner.  I've come across a relative where it is suggested he was either admitted/treated between 23rd April - 30th April 1908 in the Royal Hospital at age of 40yrs.

In 1887 he was in the Glos Regiment - service no 2135. 
Gardiner, Tyler, Tanner, Davis, Jeffries - Bisley/Chalford
Hawkins - Stroud
Hale - Brimscombe
Clayton, Rixon, Ovenden, Hayles - Middlesex
Scriven, Carpenter, Hayward, Ricketts, Greenaway - Wiltshire

He served from 1887 until discharged as a sergeant to pension* in 1908.  The discharge date given in his record is actually 21 April 1908.  His record is on FindMyPast.

*As an out-pensioner, the term "admitted" is a bit confusing as it was used both for men entering the establishment and for those simply going home with their pension..

In a way!  His battalion was sent to the island of St Helena to guard Boer prisoners of war, he was there from May 1900 to Jan 1902.  http://sainthelenaisland.info/boerprisoners.htm
After that he went to South Africa at the tail end of the war and was there until Dec 1903.

His record is on Findmypast which has free access until 26 Jun so you might like to download it.  Search under military for Raymond Telling.  If you need it "translating" shout.
