Does 1-12-1928 mean 1st December 1928 (which is how it would be interpreted in the UK) or 12 January 1928 (which is how it would be interpreted in the USA)?

When quoting dates, it avoids ambiguity if the month is written in full (or even abbreviated to 3 letters) rather than using the numbers 1 to 12.

If her age is accurate she would have been born in either 1851 or 1852. This is very young to have married in 1866.
