Restrictions on travel Christmas (day) 1943

My uncle wrote that as "the 25th [of December] was the closed period of the service" he would be travelling in civvy clothes.

 Can anyone tell me if the travel restrictions apply purely to uniformed service men (& women) or did it still apply to them whether or not they were in uniform?
