i hope some one can help me i found out that george tibbitts my grand-dad worked at the post in birmingham  could you please tell me what this means

im not sure of the last part

What kind of record is this taken from?

25658 is the registered number of the nomination paper, and A3516 is the minute number (from 'British Postal Service Appointment Books, 1737-1969 for George Tibbitts' for 1 July 1937
