I did also think that maybe it wasn't him but he seems to have a whole page dedicated to him in this album. This is another photo of him and I know this is definitely him 100%.

I was also wondering maybe if he had to get someone to sign it like we do now with passport photos?

Pumphrey or Humphrey may have been the Photographer and this is the equivalent of a photographers proof. They traditionally write over them to stop you saving them and putting them in albums!
