Help with Convict Conduct Record

Hi Everyone,

Anyone have any idea what the below might say? Its from a Tasmanian Convict Conduct Record.
The top line says "Certificate of Conditional Pardon Granted 26/3/61". Im stuck with the rest, think one of the words might be "himself".

Last line is:

Gazette 2.7.61. (iss(ue)d to himself.  31.7.61)

The second word of the middle line is granted.
