The family in 1891 also have a Lilian aged 11, not found the birth yet but it may not leave much room for Williams birth only a year later

I think the only way you might solve it is to buy the 1881 birth certificate and see what the address is on that and if all the other information fits. As it is so close to the 1881 census, the chances are that if it is the correct family they will be at the same address.

If it is correct, then I think that for some strange reason they did name two children the same.

If it is the same family, perhaps it was obvious that the 1881 newborn would not survive long, and he was named after his older brother for sentimental reasons?

I wondered that, but it's a bit of an odd thing to do - usually the other way round isn't it?
